Recent federal policy changes under the Inflation Reduction Act (IRA) have created a historic, time-limited opportunity for Tribes to receive up to 70% reimbursement for residential solar development. To capture these “Direct Pay” incentives and achieve 100% energy sovereignty, construction must begin before the federally mandated July 4, 2026 deadline.

Energy is more than a utility—it is a cornerstone of sovereignty. For too long, outside utility companies have profited from Tribal lands while the people living on those lands pay the highest price.

The Problems

High Energy Costs

The cost of residential power for homes on reservations can be as much as 40% higher than for homes off the reservation

Power Outages

Reservations tend to be remote, much more subject to power outages from storms, floods, fires and other natural catastrophes

Slow Response Time

When problems do arise, reservations are frequently the last to be brought back online – often for WEEKS, not days

Restrictions to Incentives

While solar grants and ITC’s exist, until now they have been deployed as offsets to US income taxes, thus unavailable to sovereign Native American Tribes

Cash Intensive

Even with ITC’s, solar development is an expensive, cash intensive proposition
